About the job
Poulsbo, Washington, Marwood General Construction is a family-owned, Service-Disabled Veteran-Owned heavy civil contractor based in Poulsbo, Washington. Two brothers started Marwood in 2013 after coming home from service. One served 12 years in the Army, and the other served 10 years in the Navy. Thirteen years later, we're still family-owned and veteran-owned. We self-perform the work ourselves: excavation, GPS-guided grading, site clearing, underground utilities, concrete flatwork, demolition, and hauling. We own our equipment, run our own trucks through Allegiance Trucking & Services, and have our own soils yard. Our work comes from three places. Federal work through NAVFAC and Naval Base Kitsap is a growing part of our pipeline. Public works for WSDOT, cities, and state agencies are steady. Private commercial and multifamily site development rounds it out, for clients such as BP/ARCO, Starbucks, and Sherwin-Williams. Marwood is SBA VetCert SDVOSB certified, WA OMWBE certified, signatory to IUOE Locals 302 and 612, and a participant in the WSDOT Capacity Building Mentorship Program. A lot of our people are veterans, and it shows in how we run. We're a family. We look out for each other and hold each other to a high standard. We hire self-starters who can work without close supervision and think critically about the work in front of them. If you can look at a problem, make a sound call, own the result, and tell us straight what happened, you'll fit in here. We're small enough that this hire will move the company, and established enough that the work is already there. You won't be a cog in an estimating department. You'll be the estimating department, and then you'll build what you bid. You'll also help build our estimating system in HeavyBid. If you want the freedom to build, this is the seat. THE ROLE This role covers both estimating and project management, and you own both. You'll take work from bid invitation through award. Then you'll carry that same job through buyout, execution, and closeout, and you'll answer for the margin you wrote into it. We set it up that way on purpose. Estimators who have to live with their own numbers write honest numbers. WHAT YOU WILL OWN: ESTIMATING
Bid/no-bid analysis and pipeline management across federal, public, and private opportunities Complete quantity takeoffs: earthwork, utilities, structural concrete, flatwork, paving, erosion control, TESC, and site restoration Earthwork modeling: cut/fill balance, shrink/swell, mass haul, import/export pricing, and how to handle topsoil and unsuitable material Pricing built from crew composition, equipment cost, and realistic daily output, not gut feel or a marked-up unit price book Unit-price bids for public work, and lump sum or GMP pricing for private negotiated work Prevailing wage build-up by trade and classification, including fringe, travel, and shift differentials Getting sub and supplier quotes, comparing them side by side, and catching scope gaps Bid day: final number, addenda, DBE/OMWBE goal paperwork, bond and insurance coordination, and on-time submission Post-bid reviews, bid spreads, and hit-rate tracking. You'll know why you won and why you lost.
WHAT YOU WILL OWN: PROJECT MANAGEMENT
Buyout, subcontracts, purchase orders, and submittals Baseline schedule and ongoing schedule management Job cost setup, weekly cost-to-complete forecasts, and accurate WIP reporting Weekly production review against HCSS HeavyJob field data, so the field's real numbers correct the estimate Spotting, pricing, negotiating, and collecting change orders as the job goes, not at closeout Relationships with owners, agencies, engineers, and inspectors, plus RFIs and submittal logs Working with superintendents and field crews on methods and sequencing Safety planning with the field and compliance with the accident prevention program Public works compliance: intents and affidavits, certified payroll coordination, and prevailing wage records Punch list, closeout, as-builts, retainage release, and final acceptance
COMPENSATION AND BENEFITS
Salary: $115,000 – $145,000 per year, based on estimating experience, depth in public works and earthwork, and overall qualifications Performance bonus tied to bid win rate and margin on the work you estimate and run (formula presented at offer) Vehicle allowance of $800–$1,000 per month, or a company truck Cell phone and technology allowance Medical insurance after a 90-day introductory period, with several plan options, including a high-deductible plan with an HSA. HOW TO APPLY Email tramal@marwoodgc.com with:
Your resume A short cover note naming three civil projects you personally estimated. For each one, give the scope, the approximate bid value, whether you won it, how the job performed against your estimate, and how much you missed by. The takeoff and estimating software you've used, and how deep your experience is with each
Applications without item 2 will not be reviewed. Our process: application review and screening questionnaire, a culture and fit interview, a live technical exercise on a Marwood plan set, and a final interview with ownership. Every candidate goes through every stage. Marwood General Construction is an equal opportunity employer. We do not discriminate on the basis of race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, veteran status, or any other protected status under federal, state, or local law. Reasonable accommodation is available for applicants and employees with disabilities. HARD REQUIREMENTS
At least 3 years of full-time civil construction estimating with a self-performing contractor. Estimating done only at a design firm, as an owner's rep, or at a vertical GC that subs out all sitework does not qualify. Proven ownership of complete bids, not just takeoff support. You can name specific projects you priced end to end, give the bid value, and explain how the job actually performed against your estimate. Public works bidding experience in Washington State, including prevailing wage estimating and WSDOT and/or APWA Standard Specifications. HeavyBid proficiency. You build the estimate in the system yourself: crews, resources, activities, and bid-day close. You also have working knowledge of HCSS HeavyJob, Bluebeam Revu, and at least one earthwork modeling platform (AGTEK, Trimble Business Center, or similar). Comfortable working inside a set process for takeoff support, scope review, and document drafting, with a person signing off on every number. Self-starter. You can take a plan set and spec book from solicitation to sealed bid without day-to-day management, and you report status on your own schedule. Advanced Excel. You build your own spreadsheets, and nested logic, lookups, and pivot tables are routine for you. Reads and interprets civil plan sets and specs on your own, including grading and drainage plans, utility profiles, geotech reports, TESC plans, and permit conditions. Proven project management experience carrying self-performed civil work through construction, with responsibility for cost. Clean, professional writing. Agencies and owners read your RFIs, change order narratives, and letters. Legally authorized to work in the United States without current or future sponsorship. Valid driver's license and an insurable driving record. The role requires regular solo travel to job sites, pre-bid walks, and agency offices across Kitsap, Pierce, King, and nearby counties. Able to walk active construction sites and undeveloped ground, in Pacific Northwest weather, wearing required PPE.
WHERE WE'RE PICKY
Earthwork judgment: shrink/swell, over-excavation risk, groundwater, haul distance, and whether a site really balances in the field Production rates you can defend with real crew and equipment output Cost structure: equipment ownership and operating cost, labor burden, indirects, and general conditions, without padding or hiding cost Pricing risk head-on (differing site conditions, dewatering, utility conflicts, permit and environmental windows) instead of burying it in contingency Scope discipline: clear qualifications and exclusions, and catching gaps between sub scopes Prevailing wage precision that holds up in an audit Staying composed on bid day when quotes come in late Honest post-mortems. You know your historical accuracy and can describe a job you priced wrong and what you changed afterward.
NICE TO HAVE
Built estimating systems from scratch: bid templates, assembly libraries, production-rate libraries based on field data Relationships with Puget Sound subs, suppliers, and trucking brokers Federal experience: NAVFAC, USACE, base access, Buy American Bid Express, WEBS, Builders Exchange of Washington, LCPtracker, SAM.gov Field background as an operator, foreman, or superintendent WSDOT or municipal projects with DBE/OMWBE goals Foundation or Viewpoint job cost systems Scheduling in P6, MS Project, or similar Mentoring junior estimators or project engineers Certifications: CPE (ASPE), CCP (AACE), CPC (AIC), OSHA 30, HAZWOPER, or CESCL Performance bonus tied to bid win rate and margin on the work you estimate and run. Vehicle allowance of $800–$1,000 per month or a company truck. Cell phone and technology allowance.
