Title: Project Manager 1 Location: Hybrid — Wilmington, DE (3 days onsite/week) Duration: 12 months – possible extension Interview: 2 rounds (1 Screening phone call and an in person interview) candidate must be able to come to in person interview to be considered. Minium 5 years experience as a PM needed to be considered. Position Summary: The Department of Finance and Division of Revenue is seeking a contract IT Project Manager to lead and coordinate multiple concurrent technology projects using traditional waterfall and Agile methodology. This role is responsible for full project lifecycle management – from planning through closeout – across enterprise infrastructure, application, and cybersecurity initiatives, and requires the ability to communicate project status and risk clearly to senior leader. Handling around 5 project ranging from large to small. Key Responsibilities • Manage multiple IT projects simultaneously supporting DOF from initiation through closeout using waterfall methodology • Develop and maintain detailed project plans, schedules, and roadmaps • Create and manage risk and issue trackers; proactively identify, escalate, and mitigate project risks • Define project scope, deliverables, milestones, and resource requirements in coordination with stakeholders • Track budget, timeline, and resource allocation against baseline plans • Coordinate cross-functionally with infrastructure, cybersecurity, application support, business and vendor teams • Prepare and deliver status reports and presentations to senior leadership and executive stakeholders • Manage vendor and contractor deliverables where applicable • Document lessons learned and support continuous improvement of PM practices within the IT organization Required Qualifications • Proven experience managing multiple concurrent IT projects in a waterfall/structured methodology environment • Demonstrated ability to build and maintain project plans, roadmaps, RAID/risk-and-issue logs, and status reporting artifacts • Excellent written and verbal communication skills, including experience presenting to senior/executive leadership • Strong organizational skills and attention to detail • Experience working with cross-functional technical teams (infrastructure, security, applications) • Bachelor's degree in a relevant field or equivalent professional experience Preferred Qualifications • PMP certification (or equivalent) • Prior experience managing mid-large sized IT projects – specifically managing Finance related projects (reporting, data management, Enterprise level projects, compliance, audits) • Experience with project management tools (e.g., MS Project, Smartsheet, Jira) Required skills: Proven experience managing multiple concurrent IT projects in a waterfall and agile structured methodology environment – 5 years minimum Demonstrated ability to build and maintain project plans, roadmaps, RAID/risk-and-issue logs, and status reporting artifacts Experience working with cross-functional technical teams (infrastructure, security, applications) Bachelor's degree in a relevant field or equivalent professional experience Preferred skills: * PMP Certification *Prior experience managing mid-large sized IT projects – specifically managing Finance related projects (reporting, data management, Enterprise level projects, compliance, audits) PSCI Benefits Apply Now View All Jobs Similar Jobs Information Security Analyst I / SOC Analyst New Castle, DE [ Hybrid ] Our client is seeking an Information Security Analyst to support Security Operations Center activities, including real-time security monitoring, incident response, alert triage, threat hunting, log analysis, and security tool administration.
