About the job
Agency Description: The NYC Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building thriving neighborhoods across the five boroughs. Job Description: SBS is seeking a strategic, analytical and solutions-oriented Senior Policy Advisor to lead the agency’s work on predatory and anti-competitive practices that disadvantage New York City’s small businesses. Reporting directly to the Chief of Staff, the ideal candidate will bring strong legal and policy research skills, sound judgment and the ability to translate complex legal and market issues into concrete, actionable recommended policy or programmatic interventions. Primary responsibilities will include but are not limited to: • Maintain ongoing deep knowledge and awareness of the work of leading think tanks and the policies of other jurisdictions to address predatory market forces harming small businesses. • Research federal, state and local laws, regulations and case law on anti-competitive and other predatory market forces, and assess where gaps or weak enforcement harm small businesses. • Through relationships with small business owners, merchant associations, BIDs, advocates, researchers and industry groups, understand the impact of anti-competitive or predatory market forces on small businesses in NYC and evaluate potential solutions. • Identify and analyze predatory or anti-competitive and predatory practices using data, stakeholder input, and research from other jurisdictions. • Develop and evaluate options for City or State action, including legislation, rulemaking, programs, advocacy and public-private partnerships. • Prepare well written, thorough memos, briefings and presentations that turn complex legal and economic analysis into recommendations for agency leadership.
