Description: To excel in this role, the selected candidate must bring comprehensive space mission area fluency spanning Space Domain Awareness (SDA), Defensive and Offensive Space Operations (DSO/OSO), space-based sensing, secure communications, Positioning, Navigation, and Timing (PNT), and critical command systems including CJADC2 and NC3. This operational depth must be paired with rigorous technical mastery of the PPBE and POM cycles-specifically in formulating command requirements, drafting robust issue papers, and navigating the Joint Capabilities Integration and Development System (JCIDS) to evaluate cost-capability trade-offs and defend budget lines. Operating at the highest staff levels, this professional must exhibit absolute mastery of Joint, Air Force, and Space Force staff protocols to seamlessly draft staff packages, executive correspondence, and formal agreements (MOAs/MOUs), combined with the executive presence and poise required to brief Flag Officers and Senior Executive Service (SES) leaders to secure critical policy and funding consensus. Operating as a critical conduit, this self-directed leader bridges high-stakes capability gaps between USNORTHCOM/NORAD homeland defense requirements and U.S. Space Force modernization roadmaps and budget submissions. They thrive in highly ambiguous, high-impact environments, possessing a unique ability to translate complex, multi-domain operational concepts into actionable Program Objective Memorandum (POM) inputs, robust strategy documents, and authoritative executive briefings that drive strategic national security decisions. Key Skills and Abilities: Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition, special operations, or similar operations. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. In depth knowledge of the application of military space operations as applicable to COCOM objectives, operational outcomes, plans and programs as applicable. Skill in designing, conducting or managing comprehensive studies and evaluating solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
