About the job
California, The California Department of Public Health (CDPH), Center for Health Care Quality, Licensing and Certification Division, is seeking an Analyst II to support the Healthcare Workforce Branch, Staffing Audits Unit. This position helps ensure that health care facilities comply with applicable State and Federal requirements for direct care staffing, including minimum Direct Hours Per Patient Day (DHPPD) standards. The incumbent works under the direction of a Supervisor I and contributes to CDPH’s mission through accurate, fair, and thorough oversight of health care facility staffing practices. The Audit Analyst independently travels to health care facilities to conduct unannounced onsite audits. The analyst gathers, compares, and interprets complex payroll, personnel, staff scheduling, and patient census records; applies relevant regulations and policies; and documents findings and potential noncompliance. Audit determinations may lead to enforcement actions, including monetary penalties. The analyst also enters and transmits sensitive audit information using State and Federal electronic systems and databases. Serving as a departmental representative and subject-matter resource, the analyst communicates with facility leadership, CDPH personnel, and survey teams. Responsibilities include conducting entrance and recorded exit conferences, explaining staffing requirements and documentation needs, resolving questions or disputes, and preparing clear, timely, and sensitive written materials, including Statements of Deficiency. The analyst may review appeals, provide program statistics, and testify or otherwise support administrative and legal proceedings as an expert on health care staffing requirements. The position also contributes to workgroups, special projects, policy and procedure improvements, legislative analysis, and staff training materials. The analyst coordinates audit schedules with regional office teams, maintains regular communication and required training, and completes assignments accurately and efficiently. This is a permanent, full-time position based in Orange, California, with telework eligibility when compatible with operational needs. The role requires frequent independent travel, including overnight travel, and supports an inclusive, collaborative workplace grounded in integrity, sound judgment, and respect for diverse perspectives. Meet the applicable qualifications for the State of California Analyst II classification. Maintain integrity, honesty, dependability, thoroughness, accuracy, good judgment, initiative, and resourcefulness. Demonstrate strong analytical skills, including the ability to collect, compare, interpret, and document complex staffing, payroll, personnel, scheduling, and census data. Communicate effectively and professionally in writing and verbally with health care facility representatives, CDPH staff, and survey teams. Apply State and Federal regulations, policies, and procedures to evaluate compliance and support well-documented findings. Prepare complex and sensitive correspondence and reports, and provide clear explanations of audit processes and findings. Work cooperatively with others, maintain consistent and regular attendance, and complete assignments accurately and on time. Travel independently up to 85%, including overnight travel, to conduct unannounced onsite audits. Obtain required background check and fingerprinting clearance, medical clearance, and Conflict of Interest clearance. Maintain required departmental training and comply with departmental policies and procedures.
