Conduct Unliquidated Obligation (ULO) reviews, support de-obligation and funds-recovery actions, and document the disposition of aged or excess obligations.
Perform invoice analysis and reconciliation, validating that billed costs align with contract requirements, available funding, and documented performance.
Develop burn-rate models, spend plans, cost-benefit analyses, and executive-ready financial reports, dashboards, and briefings.
Support expiring-funds management, year-end execution planning, closeout activities, and coordination with resource managers, contracting personnel, CORs, and program offices.
Apply the DoD Financial Management Regulation, appropriations law, and other governing fiscal policy to ensure compliant financial execution.
Provide senior-level advice on funding availability, use of appropriations, fiscal controls, and opportunities to improve execution outcomes and reduce avoidable financial risk.
