Constellis is seeking a Program Manager to own its U.S. Army accounts and drive successful delivery of contracts supporting LEXSO (Layered Extended Security Operations), Constellis’ AI-enabled, open-architecture platform that fuses sensors, analytics, and decision engines into a single operating picture. The Program Manager is accountable for the scope, schedule, budget, and performance of assigned Army programs, serving as the primary point of contact for Army customers and senior stakeholders. This role combines program execution with business development: the Program Manager will grow the LEXSO Army portfolio by securing renewals and extensions, identifying new requirements across Army commands, and supporting capture and proposal efforts. The ideal candidate is a former Army officer with a technical engineering background and proven experience delivering AI, software, and analytics programs to Army customers in CONUS and OCONUS environments.
RESPONSIBILITIES
Serve as the single accountable owner for all assigned LEXSO Army accounts, managing the work scope, schedule, budget, and performance of each contract IAW approved Project Execution Plans, Company Directives, and department procedures
Drive successful delivery of Army programs, ensuring technical milestones, deliverables, and customer requirements are met within cost, schedule, and performance baselines
Build and maintain trusted relationships with Army customers, including senior leaders, program offices, contracting officer representatives (CORs), and end users across CONUS and OCONUS commands (e.g., U.S. Army Europe and Africa, U.S. Army Pacific)
Translate customer operational needs into LEXSO solution requirements, working with engineering and product teams to prioritize features, integrations, and deployments that deliver measurable mission value
Lead cross-functional delivery teams of engineers, data scientists, systems integrators, field technicians, and subcontractors; set priorities, resolve conflicts, and drive consensus among stakeholders
Grow the LEXSO Army portfolio by expanding work within existing accounts, securing contract renewals, extensions, and follow-on awards, and identifying new opportunities across Army organizations
Support business development and capture activities, including opportunity identification and qualification, customer shaping, pipeline management, and pricing and solution strategy
Manage or support proposal efforts in the role of Capture Manager and/or technical lead; author and review technical volumes, past performance, and pricing inputs for Army proposals
Represent LEXSO at Army industry days, conferences, demonstrations, and pilot deployments; communicate the LEXSO value proposition to technical and executive audiences
Manage program financials, including revenue, cost, margin, forecasts, and Estimate at Completion (EAC); work with Finance and Contracts to ensure compliance with FFP, T&M, and cost-type contract requirements
Prepare and conduct scheduled (typically monthly) program status briefings to the customer and Constellis leadership, explaining cost, schedule, and performance variances and corrective actions
Ensure all contract deliverables and reports (daily, weekly, monthly, quarterly) are complete, accurate, and submitted on time and in the proper format
Identify and mitigate program risks and issues; implement process improvements that increase delivery efficiency and customer satisfaction
Provide oversight of subcontractors and technology partners assigned to the program
Develop organizational depth through mentoring, performance management, professional development, and succession planning
