Overview: Modern Technology Solutions, Inc. (MTSI) is seeking a highly experienced Sr Test & Eval Engineer to lead ACAT-like test and evaluation planning and execution for developmental and operational testing of advanced space control systems. This role supports a U.S. Space Force (USSF) program office responsible for delivering cutting-edge capabilities across space, ground, and command-and-control (C2) mission areas. Work will be performed in secure government environments supporting highly sensitive, mission-critical programs. The ideal candidate brings both technical mastery and strategic insight to ensure rigorous, evidence-based assessment of system performance.
Responsibilities: As a senior technical leader in test and evaluation, you will guide comprehensive test strategies, execute evaluation activities, and provide actionable insights to senior program leadership. You will collaborate across multi-disciplinary teams to ensure test programs are technically sound, risk-informed, and fully aligned with mission requirements.
Roles and Responsibilities:
Lead planning, execution, and evaluation of ACAT-like developmental and operational test programs, ensuring alignment with program objectives.
Develop, maintain, and validate test plans, procedures, data collection methods, and evaluation criteria for complex systems.
Coordinate test readiness across engineering, systems, and acquisition teams, ensuring integrated and technically robust test execution.
Manage and oversee deficiency identification, tracking, and resolution through formal test boards and working groups.
Analyze test data, assess system performance, and provide evidence-based recommendations to senior government leadership.
Support system integration, verification, and validation across space, ground, and C2 mission segments.
Prepare and deliver technical briefings, risk assessments, and decision-support documentation to senior stakeholders.
Represent the program office in contractor test reviews, technical interchange meetings, and cross-organizational forums.
Mentor and guide junior test engineers, fostering a high-performing, knowledge-sharing team environment.
Qualifications:
Expert-level experience in ACAT-like test and evaluation planning and execution for developmental and operational testing of complex systems.
Proven ability to lead test teams, manage high-stakes evaluations, and deliver actionable technical recommendations.
Experience managing test deficiencies and coordinating resolution in formal processes or boards.
Strong analytical skills with the ability to interpret complex test data and communicate results effectively to senior leadership.
Experience in SAPF/SCIF environments or highly classified programs preferred.
Desired Requirements:
Experience supporting ACAT I/II or highly classified special access programs.
Familiarity with DoD test and evaluation standards, milestone reviews, and verification processes.
Experience with test management tools, automated testing frameworks, or advanced data analysis systems.
Education Requirements:
MA/MS degree preferred.
Tradeoff: A Bachelor’s degree is acceptable with 12+ years of relevant experience in similar programs or positions.
The Materiel Leader may waive the MA/MS requirement based on experience and mission needs.
Degree should be in engineering, physics, computer science, or a related technical field from an accredited institution.
Clearance Requirements:
Active TOP SECRET clearance with SCI eligibility required.
Must be willing to work in SAP environments as needed.
Must maintain TS/SCI eligibility and be willing to undergo a Counterintelligence polygraph.
U.S. Citizenship is required.
Location/Travel Requirements:
Full-time on-site support within secure government facilities (SAPF/SCIF).
Approximately 15–20% CONUS travel, with potential for limited OCONUS travel depending on mission needs.
